Yes I think it's an indication of the recommended power that H&N considers necessary for successful shooting. Hopefully Joerg from H&N will see this thread and provide the correct answer.

Serms I asked this before or it's in a thread somewhere the h&n guy answered , I think ..lol. my old fuzzy brain could be confused and fooling me ..I read somewhere that it indicates how much energy your gun needs to produce to successfully shoot that pellet. Maybe H&N’s website.

As the others have already correctly explained, it is an indication for the minimum muzzle energy an air rifle should have so that the pellet/slug can be shot without malfunction. This indication is for function only, not for precision. For example, slugs usually need more energy (or velocity) as indicated to produce nice shot groups.
